Is low action better for shredding?

Lowering the action dosent really give any major advantage besides it might be a little easier to fret and a little bit faster than a higher actioned guitar. It dosent really change how you bend or anything, thats just the guitar player.

Is Higher action better for strumming?

If you are playing single note melodies, and lightly strumming, low action is fine and preferred. If you're banging those strings with hard strumming, they will strike the frets and buzz if the strings are too low. So, low for ease of play and high to avoid hard-strum fret buzz.

Is it harder to shred on a Strat?

All factors for shredding. Bigger frets (extra jumbo) have the same effect. All it does it makes tapping, hammer-ons, pull-offs, bending, and vibrato easier. It doesn't make the guitar easier to play, just more comfortable.
