Should you bury the bass drum beater?
Just like any drum, pressing something against the head after it has been struck will quickly stop the natural resonance. If you want that quick and/or muted sound, then bury the beater; if you want the drum to resonate, don't bury the beater. ... This is rarely a desirable sound and one you should be able to control.
Is it bad to bury the beater?
If you get used to burying the beater, it will limit your speed on the pedal, because you are not working with the natural rebound of the beater. It is not much different than the speed issue on the snare, or the toms.
Should bass drum rest on floor?
if you're going more for punch than resonance and BOOM, then let it be flat on the floor. Even allowing it to rest even with the pedal (just slightly off the floor in the front) will allow better resonance. If you let it sit flat, it then sits up only on the pedal connection (by about 1/2").
Where should the beater hit the bass drum?
Make sure the beater strikes as close to the center of the head as possible because this will give you the most accurate tone and attack. For electronic drums, positioning it in the center will give you more consistent triggering as well.
