What does off-axis microphone mean?
Refers to an audio source that is not directly in front of a transducer, especially a microphone. This results in off-axis coloration; a distortion or change in the frequency response of the reproduced audio signal. Often this coloration is put to good use.

Off-axis means angling the mic a little to the side. This can make the high end roll off a little and make things sound a little smoother.

How far away should you record vocals?
Your best position will be somewhere between 2 and 12 inches from the face of your microphone. You should also place a pop screen filter about 1 to 2 inches from the mic and apply additional measures in your recording space and mix, as needed, based on your choice of distance.
