If frets become unevenly worn, loose, or the neck forms a slight hump, that is when you usually need a fret job. When the tops of the frets aren't uniform, you usually end up with buzzing where one is higher than the previous. As such, you raise your action to compensate. A proper level usually eliminates that issue.

As for when is fret leveling is needed, one has to determine first if an instrument's frets are actually level. If you play an instrument regularly, its frets are probably not level. ... And here's something you wouldn't expect: Many new, unplayed guitars' frets are not perfectly level from the factory.
How long should a fret leveling beam be?
The 400mm one should be perfectly fine for leveling everything. I would even use the longer one for end beveling, too.
