Can a flute be loud?

In general it is loud, but not as loud as a saxophone. It does not sound as loud as the oboe. The oboe will carry, and be heard through other noise, more clearly than any other instrument (one of the three reasons it's used to tune an orchestra). The flute gets lost in other noise.

Why does my flute sound low?

The most common cause of a fuzzy flute sound is that the student simply isn't using enough air. Flute is the only wind instrument that does not have a mouthpiece placed directly in or completely covering the mouth.
