The central rhythm is often in common time (4/4), while the tempo typically varies between 120 and 150 beats per minute (bpm).

Good Techno, for me, is about letting a groove ride out, foreign and strange sounds, is extremely dynamic and most importantly, should be funky (I use this very broadly here). But at the end of the day, it's whether I feel the music so ultimately, it is largely subjective. As long as it's a little funky!
What do you need to produce techno?
There is an ungodly amount of equipment you can buy to create techno music. Midi keyboards, 808 kick drums, monitors (speakers), drum machines, synthesizers, sequencers… the list goes on. If you start chasing the retro gear, it can cost even more.
