Why won't my bass clarinet play high notes?
It could be a leak(s), it could be too much lip pressure, too soft a reed, or your voicing. If you're sure the horn is in good repair, then you need to, most likely, relax your embouchure, and experiment with voicing, and once you find the right combination, work the long tones for consistency.

To hit even higher, put down the little key between the 2nd and 3rd key on your right hand. This will take you to a high Eb. To hit the high E, play like you were going to play an over-the-break G, and exert more air and put the extra bit of your mouthpiece in your mouth.
