The output voltage will drop, the output current will increase a bit. Really: 1.6A or 1.1A is nothing that will cause any trouble. The drop in output voltage will result in a loss in mids. So: If you like the resulting sound: no problem at all.

It's simply never a good idea. Small mismatches are not going to fry the amp quickly like having no speakers attached at all might...and at least you mismatched in a better direction that having a 16 ohm cab in an 8 ohm out.

Solid State power amps are OK with any speaker impedance which is higher than the amp but tube amps can be damaged if you run into a speaker load that is too high impedance, Usually you're safe by one order (8 ohm out into a 4, 8, or 16 for instance). I posted a new answer below with more info.

The only thing that matters is that you match the impedances. 8 ohm speaker into 8 ohm amp plug, etc. There is no difference, given the exact same speaker, between a 16 ohm version and an 8 ohm version. Just match up the impedances to keep your OT from melting down.

The efficiency is the output divided by the input. Since an 8-ohm speaker has more power going through it than a 16-ohm, it will be louder than a 16-ohm (and it will need twice the power rating!).
