It is fine for both a student violin to have them, and a professional instrument, it's all about preference. I have fine tuners on all of my strings. When I do need to adjust the pegs from time to time, it seems like even the smallest movement changes the tune too much.

The little screws on the tailpiece of your stringed instrument are a convenient invention. When you try to tune your strings perfectly, the fine tuners save the day. Turn them clockwise to ever so slightly raise the pitch or the opposite to lower it.
