Most of the time, when all else is held constant, music in a major key is judged as happy while minor key music is heard as sad.

Happiest minor key piece that I know of is Handel's "Suite no. 7 in G minor, HWV 432 - 6 Passacaille", particularly when played on a harpsichord. It actually sounds bouncy, and even jovial at times.
What is a good key for a happy song?
I've found that A-minor and E-minor are really easy to create happy songs in. D-minor and G-minor are workable (God Rest Ye Merry Gentlemen and Carol Of The Bells come to mind), but I've found it nearly impossible to write a happy song in Eb-minor, F-minor, F#-minor, or B-minor.
